The value of a Bitcoin is determined automatically...

One of the places Bitcoins are purchased and sold is on automated online exchange sites.  These sites match up buyers highest bids... with sellers lowest bids.  That's how sales are made.  Whenever a sale is made, the amount that was paid, per bitcoin, is known as the "Last Price".  Most people refer to the "Last Price" as the current value of one bitcoin.
